Interesting. Big Rigs seems merely unfinished. Like they got the rendering working and ground collision, but didn’t get around to working out object collisions.
I’m fairy certain that its one of the Wing Commanders, by Origin (when they did infact still Create Worlds) – either I or II at any rate.
But I can’t say for certain if its or not.

You are correct, GB! It’s kind of a shame when the story of the development of a game is far more epic and entertaining than the game itself.
At least I can console myself with knowing that Planitia is already a better game than Battlecruiser 3000 AD. And Big Rigs: Over the Road Racing.
