The game is Auto Duel. It was published by Origin and developed by MicroMagic. Based on Car Wars by Steve Jackson, who makes pen and paper games.

You are absolutely and completely correct! (Um…well, mostly. The original game was developed by Origin as well as published, MicroMagic just handled porting it to the PC.)
I cannot understand why Steve Jackson Games hasn’t managed to get anyone interested in a new computerized version of Car Wars. Maybe after the Fallout thing they just weren’t interested…but I think they’ve left a lot of money on the table here.
